I'm not seeing any jail time. We have jail time here for reckless by speed ... which doesn't take much at all.

They already tried to impose big "civil penalties" on traffic violations. Like $2500 for R/D on top of the other penalties. They screwed up constitutionally by imposing them only on Virginia drivers. But, trust me, Finland has nothing on us in terms of the "marketplace of ideas for draconian penalties for minor traffic violations."

My bet is some crap consultant came in and pitched the lawmakers on the idea that traffic accidents are caused by minor infractions.  So the natural reaction is to make the penalties harsher and BONUS collect more revenue.

The reality is stringent licensing and thorough driver instruction reduces traffic accidents.  But that wouldn't look like "they are doing something" nor would it increase revenue.

Full disclosure:  I was recently ticked for driving on the shoulder because instead of waiting 5 minutes to move 3 car lengths, I drove around them to the turn lane and I was doing that because I needed to get gas.  I was going all of 5 mph when the Fairfax cop popped out of the bushes and shouted at me to stop.
