..."In response to an immediate need for solutions that will decrease the number shootings in the City of Chicago, State Representative Sonya Harper, DChicago, will hold a press conference to announce the introduction of a bill that will require the stamping of serial numbers on all ammunition sold in the state of Illinois. The press conference will be held on Tuesday, August 30, 2016 at US Bank, 815 W. 63rd St., 4th Floor Community Room, Chicago, IL, from 10am to 11am CT.

“Since we are having such a hard time tracking the flow of illegal guns into our communities, let’s start tracking the bullets.” Harper said. “More than 2,600 people have been shot in City of Chicago so far this year, many of them children in my own community. Being able to track fired bullets directly back to the seller will help law enforcement agencies target those who are distributing ammunition illegally.”...

That is so completely stupid.

Only an Illinois politician could come up with something as dumb as that.

Good luck getting any ammo manufacturer to stamp serial numbers

So require serial numbers on all ammo thereby making all non serialized ammo illegal?

Backdoor bans

Other places where proposed, it required destruction of all non stamped ammunition within 2 years.

This has been proposed in 18 or so other states over the last several years.  Don't think it's been enacted any place yet, even California!

But you know manufacturers would make limited amounts  (if at all) and the extra costs from manufacturer to distributor to retailer  would get passed to the buyer.  Estimated costs of a stamping unit is $300k-$500k.

And then there's the logistics of recording and tracking all buyers of ammunition and creating  the database info goes into at the retail level.

Could probably mean no more private sale of ammunition

Who knows the impact on those who reload and buying  those components.  Would also assume you might be able to  disassemble purchased ammo and disfigure stamping.

And you'd never want to leave your brass at the range anymore lest someone pick it up

Silly bill that hopefully goes nowhere

More from press release:

..."Attendees will have the opportunity to ask Representative Harper questions about the proposed legislation. Joining Harper will be national security analyst Dimitri Roberts and CEO of Ammo Coding Systems, Dr. Matt Harrington. Roberts will explain the practicality and possible timing of implementing the solution that will result from passing the bill. Dr. Harrington will be on hand to address the technical aspects of this legislation and how the tracking systems works and can result in decreased homicide rates.

“Ammo Coding Systems exists to track ammunition from creation to the point of sale, leaving a precise footprint of everywhere the ammunition travels,” said Dr. Matt Harrington. “ By implementing this system that identifies individuals who illegally sell weapons that sensibly take lives, will ultimately and quickly save lives.”...

From ACS web site:

Can the ACS technology be circumvented?

Not easily. It would require considerable skill and knowledge for a criminal to circumvent the ACS technology. A person with the right knowledge, skill and equipment could cast and load their own ammunition. Similarly, a person could disassemble a coded bullet, file off the ACS codes and reassemble the component parts. However, criminals are not known for their advance planning skills. As an example, fingerprint technology is easy to defeat simply by wearing gloves, but that does not mean the police no longer dust for fingerprints at crime scenes. Most criminals don’t wear gloves; similarly most will not take the time nor do they have the knowledge or equipment to defeat ACS.

And this will work how when you need an FOID to buy ammo? Just remember to steal the ammo when you steal the gun gang bangers.

Actually, they ARE serialized.

They're just not tracked.

I saw this on channel 32 news last night they made it sound like there is a very good chance of this bill passing.  Also it sounded like to me that what you have here is some inventor who came up with the process for doing this and he stands to make billions.

This will work even less well than the brass collection scheme which resulted in no cases being solved, except on CSI.  Since there are billions of .22 LR made each year, how will they have enough room to write a serial numbe?.  Another scheme to price ammo out of the market.  Also based on the idea that guns cause crime and not people.

Witness Slips broke 2000 for our side...I'm sure they didn't have 100 on theirs!!!!
Committee hearing was brutal...NRA's Shannon A., (Todd's boss) did most of our testimony.  She did well for all the stupid rhetoric that was thrown at her...Most pointed was that since NRA doesn't support this sham product, why haven't they (NRA) come forth with a solution to Chicago's gun violence problem!!!!
We are working on our defense against this legislation.  Would rather be us than them!
This was an informational only meeting.  Nothing was voted on.
