Yes and no.  It is all about Bloomberg's money....It has a long way to go before getting passed but, they are throwing everything they have into the freakin mess of a bill.  If we keep up the pressure on our good legislators, I think we can hold the line!

Ok guys and girls, looks like the antis are infull swing in bombarding House members with emails and calls. The good news is they are taking a shotgun approach and hitting everyone. And it is getting under the skin of several legislators that they are getting all these emails from out of their districts.

Focus on YOUR legislator. Calling everyone in the House will not do us any good at this time. We can stay focused on specific legislators and keep the contacts to those in the district, we will have a much bigger impact.

So no blast emails to every House member, no dialing everyone on the list. Stick to your legislators. If they are with us, be polite and thank them for their support. In this job thank yous don't get said often enough and they go pretty far.

We will be sharing positional papers a bit later and feel free to share those with your legislator. But again, stick to your guy/gal.

This is where we are better at this than they are.

The anti-gunners have spent the weekend trying to redraft their dealer licensing bill.

They are trying to talk to republicans to address their concerns and try to get past them in order to pick up some votes.

The re-written bill has yet to surface. If you have a suburban republican legislator, I would urge you to call them and express your opposition no matter how strong they have been in the past.

We will see how soon we see a revised bill and what it looks like. But I can not stress how important it is to call today, tommorow and everyday until they adjourn.

wouldn't surprise me if they think they can find the votes that at some point they find a senate bill to use to get aorund the rules

Ive been following this on ILCarry. not sure why i hadnt joined up before now, but ive kept my eye on alot of legislation today and someone keeps trying to pull a fast one by changing everything up

It would have been a lot simpler and less reading if they had just stated in the bill: This bill removes the right of any individual or corporation to participate in any type of activity that could be construed as selling, trading or otherwise transferring ownership of a gun from one person or entity to another for any purpose.

this bill is ridiculous and should have never seen the light of day!!!

5/26 update

Ok where to start, so we have amendment 4 with all its issues. New ones you will hear about in committee. And they have been running in circles trying to get things fixed. right now we have bets going on the over under for amendments as to how many they will have. I think they could hit double digits.

the biggest problem is the sponsor is working the floor especially the republican side women saying they have addressed all of the complaints from committee. Which they have NOT. Secondly, as they "fix" things they throw new stuff in there that creates new issues. So they have not fixed anything. Thy simply keep peeling back layers of the onion to try and see what they have to whittle away at and how much bread they have to put on this crap sandwich to get people to bite.

As I sit here, it is unclear if they will call it this morning due to a meeting last night around dinner when certain things were pointed out to them. I wasn't there, but the reports are not good for them.

So far we are holding our own, but the math is still the same, they need republican defectors to pass the bill and that is their play and hope.

suppressors is in the mix and we are trying to see what else we can get at this stage. Keep the calls and emails going they are having an effect

I see they fixed the definition of "Dealer".  Amendment 4 could've been badly interpreted as identifying a dealer as anyone who puts a new trigger into a firearm.

The bill contains a gun ban for people who sell of liquidate all or parts of their collection. If you sell more than 10 guns in a year as trying to liqudate or improve your collections, or due to financial problems, you are then prohibited from buying more than one gun over the next 3 yeats

The bill sets up conflicting standards for defining dealers between the deifinitions section and Section 10 exceptions.

The bill tries to pick winners and loosers. It exempts "big box" retailers of firearms yets put rules, regulations and fees on the smallest of dealers. If this is about regulating federal firearm licensees, then why not regulate ALL of them? Why should some FFLs not be regulated and others should? Either you're a gun dealer or you're not.

The structure of the bill requires upto 3 new licenses one for the owner, one for the corporation, one for the licensee in charge of records. DFPR figures it's going to cost about $1000 per license. If dealers decline, due to the regulation that price is only going to go up.

No Mailing customers. The bill prohibits releasing any "confidentail" information that would identify individuals who buy firearms. This has the effect of prohibiting dealers from mailing their own customers since their lists are compiled from people who buy guns from them. They would not be able to do political or legislative mailes to tell their customers about legislation or issues effecting their rights.
The prohibition on sharing information also would have prevented the NRA from finding out about the database of transfers from FTIPs that State Police have built, becuase it would be illegal to share that information.

in addition to federal license requirements, and the new state requirements, the bill authorizes more local licenses and regulations on top of this monsterous regulatory nightmare.

Sheriffs can now object to the application of a gun dealer license. This is just another means of trying to give Cook County the ability to shut down gun dealers because they don't like them.

Limiting locations. The bill seeks to limit locations of where gun shops may locate due to a 500' prohibition from certain activities.

Limiting who can become a dealer by requiring work at a gun dealer previously stiffles new business' and entrepanuership This is akin to an apprenticeship for which there are no standards.

The bill prohibits any person who doesnt have a FOID card from getting a license. If a person lives across the border, but wants to operate a gun store in Illinois, since they can't get a FOID card they are prohibited from opening a store.

The bill also repeals part of the preemption passed under the Concealed Carry Law in 2013.

unlimted rules for fees, as the fees are NOT set by the bill.

They can still require survalence equipment by rule.

They could require the registration of all firearm sales by rule

Unless they rewrite the bill to at least make sense and address a real problem, it won't have much of chance on its own merits.
The fear is that some sort of "deal" gets made.  We have to put so much stink on this thing that everyone knows that should it pass, the backlash from the voters will be too costly.  This is where you folks come in...Make the calls...if you have a bad representative on the issue, be firm but nice to the staffer.  Most all of them are nice people just doing a job.

Provides that it is unlawful for a person to engage in the business of selling, leasing, or otherwise transferring firearms without a license issued by the Department of Financial and Professional Regulation. Provides that a dealership agent other than a dealer licensee-in-charge may act on behalf of the licensed dealership without being licensed as a dealer under the Act. Creates the Gun Dealer Licensing Board consisting of 5 members appointed by the Secretary of Financial and Professional Regulation to recommend policies, procedures, and rules relevant to the administration and enforcement of the Act. Provides that the holder of a dealership license issued under the Act may employ in the conduct of his or her business dealership agents. Establishes qualifications for obtaining dealership licenses and for being employed as a dealership agent. Establishes penalties for violations of the Act. Provides for rulemaking, including emergency rulemaking. Amends the Regulatory Sunset Act. Provides that the Act is repealed on January 1, 2027. Amends the Illinois Administrative Procedure Act.
