Gathering a little intel for building an AR pistol in your fair state. My BIL lives in Algonquin has his foid and ccl but would like me to help him build a AR 10.5" pistol.


What are the requirements for doing that. Lower will be bought or transferred from IL FFL.  Can I gift him a lower I bring up with me (I'm in TN) and transfer to him through a local FFL?  All other parts bought online and shipped direct?

Thanks but I can't do a FTF in Illinois. I'm a Tennessee resident it has to go through a FFL.

The lower will not be built yet so there lies my question. Is it reported or listed on/under the FOID before before it is built or after?

Is it legal to build it first then register transfer it via FFL? If my BIL buys the lower in IL. how does it work? I guess I really don't know how the whole FOID thing works.

Nice pistol. I have a 10.5 and 11.5 in 5.56, a 10.5 in 300BLK and a 12.5 in 6.8.

The 6.8 and 300 are awaiting a stamps. The 556s I think I'll keep as pistols.

FOID card required to possess/purchase firearms and ammo. Apply and pass ISP background check taking 30 or so days. Ammo purchase, card usually only visually inspected as current. Firearms purchase, card number checked with ISP as valid and not revoked.  72 hr wait on handguns, 24 hr wait on long guns from agreement to buy.  

Depending on FFL, they may or may not do transfer from one private individual to another as some will, some won't.  Some at reasonable cost, some at outrageous cost.

No state level registration/ban of firearms but check local municipal ordinances.

No NFA except SBR with a C & R license.

The pistol has a 7.5 inch barrel so I don't think it will meet the 26 inch OAL. Otherwise I would SBR it.
(edit: actually it might be at 26.5 inches if SBR'd)

My first stamp is a couple weeks away

You're overthinking it.

Only Illinois residents need concern themselves with FOID. All you need to do is follow federal law for interstate transfers. Since he has FOID (and CCL) he should have no issues receiving the transfer. Or he can just buy a lower.
