Yes, But the cardholder must be 21 years old or older. Here is a copy and paste from the IL. State Police Website.
A person who is otherwise eligible to obtain a FOID card under this Act and is under the direct supervision of a FOID card holder who is 21 years of age or older while the person is on a firing or shooting range or is a participant in a firearms safety and training course recognized by a law enforcement agency or a national, statewide shooting sports organization. |

Love how they had to sneak the "over 21" in there.
The left pushed like hell to drop the voting age to the age at which you could be drafted, marry and sign contracts but when they did, they somehow "forgot" to lower the age to possess a handgun, which was based on that same voting age 3 years earlier. I'm sure it was just an oversight. |
