They actually have to register as Fingerprint Vendors with the Department of Professional Regulation, and then establish a debit account with the ISP as a Vendor to allow the cost to be billed.

The way I recall it being explained is that anytime a set of prints runs through from an LEA they assume it is for criminal (prosecutorial) purposes and someone, be it the state, the county or the local agency assumes the cost for the check (if there is in fact an actual charge, as it may be included as part of their registration as a LiveScan portal). I believe there is also an exception for employment with that agency, but I may be wrong.
The acknowledgement of the successful submission of a set of prints for non-criminal purposes is reflected by that entity receiving a TCN in return. Criminal checks do not, as far as I am aware, produce a Transaction Control Number, or TCN.
When a set of non-criminal prints is submitted, someone has to pay the $31.50. The submitting fingerprint vendor maintains an account with the ISP that is charged for each set of prints (like $16.50 for FBI and $15 for ISP). In turn, the entity charges the customer... some the actual cost, some with a markup.
Some police departments are registered as vendors already, and will absorb the costs (free) for residents, some offer a discount, some charge full price, but they must be registered as Vendors to provide the TCN that you need for the CCL application.
Call PD's and the SD four your area and ask. Takes a few minutes and you might be pleasantly surprised.
