CHICAGO (Reuters) - A Chicago teen was arrested and charged with the murder of an 11-year-old girl who was hit by a stray bullet at a sleepover last Friday, the state attorney's office said on Thursday.

Tevin Lee, 18, has been charged with murder and aggravated discharge of a firearm and will appear in bond court on Thursday or Friday, a spokesman for the state attorney said.

The death of Shamiya Adams has renewed cries against gun violence in Chicago - which has seen a rash of summer shootings, although the city's murder rate has been roughly unchanged in recent years and is well down from the 1990s.

Mayor Rahm Emanuel has visited Adams' mother twice since her daughter died and pledged to continue pushing his anti-crime measures such as expanded education and jobs programs for children as well as a drive to get illegal guns off the streets.

On Wednesday, the board of commissioners for Cook County, which includes Chicago, resolved to ask voters whether they would support tougher statewide weapons controls.

The board passed a resolution placing a non-binding referendum on the Nov. 4 general election ballot in which voters can back a bill before the state Senate, proposing universal background checks for firearms sales.

The lie of the last attempt at a national 'universal background check' law was this - If' it's truly a 'background check' on the purchaser then why did they want the S/N of the weapon?

Illinois already has state mandated universal background checks on all gun purchases. This is accomplished with the FOID card and the new requirement that all private gun sales have a verification of the FOID validity.

Is that the same FOID validity law that has no punishment provisions if broken?  Or did they add them in at some point when I wasn't looking?

Hell, I'm in DuPage, and we get fucked everytime Chitcago rolls over too. We would be much better off if we could con Indiana into taking the county of Crook.

They can put any non-binding referendum they want on the ballot. They just don't matter much.

IIRC, several non-binding referendums on LTC failed. They just did not matter any either.

The main thing we have going for us is that the courts are taking the 2A seriously. Not much else really matters at this point in time in Illinois. Whatever we get will be coming from the courts and not from the legislature or at the ballot box.

The whole reason for doing crap like this is to try to get one more democrat to the polls to vote...If they aren't heated up about Quinn but they are anti-gun nuts, they will show up just for that vote and then while they are there, Quinn hopes they will cast a vote for him...All to gin up the base.

I think we'd be a pretty great state without  Shitcago.

Chicago has a gang and drug problem.  Politicians push their blame to law abiding citizens.  Political corruptions tentacles causes alderman johns brother nephew to be in charge of narcotics or gang tac  units when a smart experienced ofc was skipped, examples like this are just a few of how corruption rots the city. County keeps on electing an incompetent sheriff who has no law enforcement experience and has made the jail into a 5 star hotel.

Bring back the death penalty, implement the 3 strikes law, cut welfare to 3 years and dont increase benefits after two kids, elect a sheriff with balls, and youll see the roaches run to Minnesota or Wisconsin
