For the subject of the People's Demoncratic Socialist Republic of Idiotnoise, when they sell to a FFL dealer, do they have to get his/her FOID number, or do dealers even have a FOID, since they already have a FFL?  What if you sell to an out-of-state dealer?

I sold a gun to  Cabelas 2 years back and they recorded my FOID info as part of the transaction.

No.  Nobody who owns or works at a gun store is going to give you their FOID.  It's just simply unnecessary and defeats the point of having an FFL.

You won't need a FOID # but you should still keep a record of the sale for 10 years. Name, address, their FFL# etc.

How else do you know they are a dealer?

Get their ffl number and look it up and verify their ffl.

File copies mean nothing without verification.

Neither does a license number you scribbled on a napkin.

Here you go, the LAW, with cited reference:

Q: In transactions between licensees, how is the seller assured that a purchaser of a firearm is a licensed dealer?
Verification must be established by the transferee furnishing to the transferor a certified copy of the transferee’s license and by any other means the transferor deems necessary (such as the FFL eZcheck).
[27 CFR 478.94]

I think the question came up because of the part in bold. The seller isn't an FFL holder.
