I have a question for all the local IL residents on traveling with an SBR to your state.
I was looking to do a training class in IL this coming spring/summer since IL has legal SBR's will I be ok with just filling out the ATF form .20 for transporting. I have an IN carry license but I'm sure IL does not recognize that at all if a ccw/permit is needed to use an SBR in your state. |
|
|
[#18]
Illinois does not require a Concealed Carry permit to have a SBR here - one has nothing to do with the other. For us to obtain a SBR, we need to first obtain a Curios and Relics FFL. I believe that you would legally be able to transport and use a SBR here with an approved 5320.20 form.

Update: The MIA stamp was approved at a later date according to my call to ATF. I should have it in hand soon.
Well I got all of my stamps in today minus 1. I sent everything in together in one envelope including forms, payment, prints and C&R. I'm both happy and bummed out since I don't know what happened with the other one and ATF is closed today. Mailed: Oct 14-16 (I can't remember exactly) Check cashed: Oct 20 Approved: Dec 11 Received: Dec 19 Robin C. was my examiner. |

NFA tracker is user based. You create an account and update the status of your F1 (date mailed, check cashed, pending, ect) as you find out. |

Time to read, might be able to finally get one. And I just emailed my Sheriff last night about signing off on a Form 1. Guess some reading is in my near future. From the document pg 4: The goal of this final rule is to ensure that the identification and background check requirements apply equally to individuals, trusts, and legal entities. To lessen potential compliance burdens for the public and law enforcement, DOJ has revised the final rule to eliminate the requirement for a certification signed by a chief law enforcement officer (CLEO) and instead require CLEO notification. To me that means on July 2nd we no longer need to get CLEO signoffs! Stinks for people in other states using trusts who now have to supply pictures and finger prints. I am curious what this will do to efiling. I made it to about page 30 and then skipped to the end, it's kind of interesting to see the process how they went from wanting CLEO signatures for everything to what they ended on and the comments but I don't have time to read 248 pages right now. The bottom of page 240 is the true change to the forms: (c) Notification of chief law enforcement officer. Prior to the submission of the application to the Director, all applicants and responsible persons shall forward a completed copy of Form 1 or a completed copy of Form 5320.23, respectively, to the chief law enforcement officer of the locality in which the applicant or responsible person is located. The chief law enforcement officer is the local chief of police, county sheriff, head of the State police, or State or local district attorney or prosecutor. If the applicant is not a licensed manufacturer, importer, or dealer qualified under this part and is a partnership, company, association, or corporation, for purposes of this section, it is considered located at its principal office or principal place of business; if a trust, for purposes of this section, it is considered located at the primary location at which the firearm will be maintained. Seems that they also changed the definition of a person, which could effect if we can have a C&R with a trust? We will have to wait and see, but from my interpretation (I'm not a lawyer) it seems like the CLEO signoff is toast and in 180 days from yesterday that CLEO notification is all that is required. Maybe a year from now everyone will have one |

I'm subscribing to see how this affect Illinois.
Only reason I'm interested in SBR is weight reduction. Only reason I'm not interested in SBR is how freaking loud it is. At 45 y/o it's speeding up the process where I lose my hearing naturally. Yes I use HW Impact headphones and IE Surefire. So, crossing finger for everyone who needs a SBR and a Suppressor. My knowledge with Suppressor is for hunting purposes only and still not applicable for Tactical Carbine Classes. Is this statement still correct. Thanks and Stay Safe everyone. |

Well well well......I guess this; https://www.atf.gov/file/61516/download, changes *everything* perhaps in a good way...(at least for me)
I live in Winnebago County, about 3-4 months ago I politely called the Sheriff and his no. 2 got back in touch with me. A nice enough enough guy, I explained what I was trying to do. I told him I currently held a valid C&R license, had the fingerprint cards done and further had all NFA paperwork completed. He asked that I forward along any and all pertinent information about my SBR project and he would get back with me. About 3 weeks later I received a letter saying that he had "spoken with the ATF" and was 'unable to sign off'. However irritating, I don't really blame the guy, but as laws, do and will change and as Illinois (prior to 2013) was a non NFA state, he just did not feel the need to sign off as he's not obligated to do so. It will be interesting to see what he has to say... A very good start to 2016 so far... |

Maybe a year from now everyone will have one http://i93.photobucket.com/albums/l60/Petes1552/B4F76C06-89FA-4883-A8D3-219AD0D539E1_zpsru2ptw8b.jpg No, I know it won't require it anymore. I was just saying that I had emailed him about it (I totally did not know about the 41p stuff til the morning after I had emailed him, it was just weird timing). He wrote me back this morning saying he would sign off, so it doesn't really matter if I get it done with or without his signature. |

View Quote Howdy neighbor (Boone county resident here) I lived in Winnebago a little over a year ago. When I first started the SBR stuff, my CLEO would sign off but I lived on the wrong side of the street from her jurisdiction and had to go through the Sheriff. I emailed MANY times but they would never respond. At least all of this is a silver-lining for many of us. |
