That's a good question and I don't know the answer. I can tell you that any of the C&R transfers I've done also involved the recording of FOID info. When you order a C&R firearm from any of the major dealers, I'd be surprised if they don't ask for a copy of your FOID before they complete the transaction if you are an Illinois resident.

Even though local law enforcement does not have the power to approve or deny a C&R application, they can contact the ATF if they have an objection to you having the license. If your local smokeys are paying attencion they might see that you don't have the FOID and cause trouble for you.

I don't think you'd need a FOID to obtain a C&R license. However you'd need the FOID to possess any weapons you purchased with your C&R.
At least that is my interpretation. |

Never put any of my FOID info on my C&R app. Was approved just fine.
