Repo the pump, put his broken POS back in pace if you still have it. Generally  LE won't get involved in property disputes. Property stays were it is where everybody knows where it is. Your recourse would then be through the courts. Keep good documentation to include photos of condition and serial then give judge Judy a call.

Can you file a mechanic's lien against the property?  Probably never see the money, but he can't sell the house.
