I'm driving 94  (west) through the dells and there is a long trail made of wooden planks along the south side of the hwy.   what is it for?

Drove right by it on thursday...I know my skid steer would get stuck/burried in that swamp without some kinda support..

Went by yesterday all new steel electric poles in place wooden planking gone
