Amongst them are install a Castle Doctrine/Stand-Your-Ground law, and "recognition provided by Minnesota of other states' permits to carry a pistol within and under the laws of Minnesota". It passed the MN House last year, and just last week made it through a Senate committee (10-5), opening the way for full passage by the State Senate. A vote could come next week, according to NRA-ILA . HF1467 passed in the MN Senate on 2/23, by a vote of 40-23. It now goes back to the House to approve some changes, then to the Governor for signature or veto. If House approves and Gov. signs, MN will have "Stand Your Ground", and MN will honor all out-of-state CHLs, including WI. Good news indeed. Hope you'll continue with updates. Latest on HF1467. It again passed the House (as amended by Senate) on 2/29/12. Original House vote (5/14/11) was 79-50. Senate-amended version's vote was a bit more, at 85-47. |

... news from the MN HTF... Gov. Dayton VETOED the bill.
Apparantly our friends across the big river have their own version of "Diamond Jim Doyle". No word on whether or not an over-ride will be attempted. Like here, they need 2/3rds, and both chambers' votes were just a few points shy of 67% (63% & 64%) .... so it doesn't look good.
I was hoping my WI CHL would become valid in MN, & I wouldn't have to invest in another class, and another out-of-state permit, to carry in MN when I visit my daughter. Oh well... looks like I'll be seeking a UT class & CHL... a WI & FL CHL aren't good enough over there. I already took a MN class and had a MN license, but it recently expired and "re-training" is required. If I'm gonna spend more money, I might as well get a more widely recognized UT CHL for my investment. |

DOJ has released the proposed "permanent rules" on Act 35. They are now accepting written comments on the "economic impacts" of the proposed rules.

Apparantly not. Of the requirements formerly proposed by JBVH, and then eliminated about a week into processing, it looks to me like only requiring instructor's signature on training certs has been reinstated. |

anyone change address?
I just changed my DOT DL address so I guess I just send it the form to the DOJ? It does not say you need to pay the $12 for a new card just that you can get one. Is that correct? Or do I need to get a new card? |

As far as I understand it, you need to inform them, but if you want a new card with a new address you have to pay the $12 fee. So, I think you are correct. (I am moving too, so if I find out otherwise I'll post back with the details.) |

Ok so I moved and have filled out the paperwork including sending my old CCW card in, they say they'll want it back so I figured I'd just save a stamp and do it now. Here is what I did:

Updated USPS with my new address to start mail forwarding. This takes about 5 business days to process so don't wait, do it the day you move or a couple days before.

Visited Department of Transportation's site for address change and filled out the online change form. Be sure to read all the exceptions, I updated my address last year due to a typo, so they had my mug shot on file.
I waited for the confirmation email and then three business days for good measure. Printed out all the confirmation pages (two, one email and one online).
Then I requested a new Drivers License with my new address on it. You can skip this step if you are just interested in the CCW, but if they don't have your photo on hand this will tell you or not if you don't do this. Which in turn lets you know if you gotta go to the DMV to get a new license with your address on the card. Just because I don't feel like letting any anti-gun LEO use it to cause problems, I intend to make the addresses on my cards match and be up to date so I did it. Request new Lic, here:
This process costs $14 or so on the credit card, and leaves you with a printable receipt that will double as the card until the new one arrives.
The DoJ only wants your address to match the database at the DMV, so if you got confirmation for the first step above you can follow up with the DoJ now.
Instructions are on the form, the part about sending the old card in is vague so I sent my card in. I didn't send a printout of my license correction "temporary license" sheet from the DMV, they didn't ask for it and extra stuff could confuse them. If it kicks back for any reason I have that as a follow up.
Mailed a $12 check.
So, in all, a few days of processing. $31 and some stamps and it's done.
I'll post back when I actually get my cards, or if I didn't, what happened and why.
As usual, I managed to get the hottest damn days of the year yet to move.
But, I can also take my paper from the DMV to register to vote next week in my new district.One last thing, I photocopied the CCW card before sending it in and am keeping it in my wallet along with the DMV temp sheet. I figure the law gives me a few days to prove I have a CCW lic so will be carrying while I wait for the new cards. With luck, and the "one week" turn around going on right now it shouldn't be a big deal.
