We just got kicked in the nuts by the same folks who ramroded you guys.
So I have a question for my brothers and sisters in WA State.

When you conduct a private party sale through a dealer, does a CCW exempt you from the NICS check?
The way I read the law is that it does and it looks like you guys are the only other state that is like NV (Pvt party sales must go through an FFL, but a CCW exempts you from NICS).

As I see it, the dealer just completes the buyer's 4473 with the permit code, the way a gun bought from inventory is done today.

The problem is the vast majority of NV residents only know how things were done here or in Cali and aren't getting it.

Pretty sure all sales in WA have a NICS check.  CPL only gets you out of the waiting period.  But I haven't done a private party transfer since the law took effect, so I'm not positive.

We never had a NICS exemption with a CPL due to state law.  The Feds consider our CPLs to be NICS-Exempt eligible, but state law didn't allow for such an exemption (the RCW specifically says a NICS check must be conducted on all transactions).  In a case where there is conflict between state and federal law, the more restrictive law controls.  I-594 didn't change that part of the process, it existed prior to I-594's passage.

There's a 10 day waiting period for all firearms sales in Washington State.

Rifles and shotguns only require the federal NICS check, if it's approved then you can take the gun home.

Washington State requires a separate background check for handguns.
As soon as the results of this check are known and you have passed NICS then you can take the handgun home or after a maximum of 10 business days have passed, whichever is lesser.

If you have a Washington State Concealed Weapons License then you have already passed the Washington State required background check and all you will need to do is pass the NICS and you can take the handgun home.

Screwy, but don't you dare question it.

Yep.  I've got a few customers who always get a delay, and then get no resolution ever from NICS.  It goes from "Delay" to "Open" to gone after 30 days.  So these guys now have to wait 10 business days to get their rifles instead of 3 business days.  Get a "delay" on a Friday, and you are waiting 15 days before it can be released (that Friday doesn't count)

Why were they not running your SSN number? Is it something of the store policy not to use a person's Social Security number?

If you Provided it on the application form why should they have a problem with it.

I've had NICS operators get annoyed if I run the same person multiple times in a short span, but this was also back before E-Check. If you put the SSN on the 4473, then the shop should have run it with the SSN.

long guns and others, background checks can be done by dealers

pistols
if you have a cpl the dealer can run your background

if you don't have a cpl it has to be sent to your local police agency and the wait begins

It is a 10 business day wait which starts after the first business day after the sale

so if you buy Saturday/Sunday it starts Tuesday.

if dealer hasn't gotten a response in those 10 business days after the 11th he can release it to you. ,

business days are considered M-F and do not include holidays

Another thing people think is once they become a resident they can carry concealed with an out of state cpl that has reprocity.

you have to have a valid Washington state CPL to carry once you become a resident or acquire a wa dl.

Thanks for the answers, unfortunately I thought your guys' laws were the same as ours in NV, so it didn't help me much:
We have no waiting periods, if you have CCW, no NICS check.
Until 12/31 ppt's are legal too.

We may be the only nanny state with a CCW exemption for NICS!

I made my 1st trip to preciseshooter in Lynnwood 2 weeks ago and really like the electronic 4473 process setup they have there.  I did multiple forms with e-check approvals by the time another store would have even called NICS.  Great prices too.

That said, I had a local shop go electronic and when I buy something, they reprocess what they have on record and I just sign.  It's down to like 30 seconds for the background check.

I was just there today. Looked like the NICS went down, so I couldn't complete my transaction this afternoon. Called and went back a few hours later to finish up when the system was up again.

Other than that, I had no issues.

First time there. Surprised to see the sales floor is run by a very young group of guys. But when I was there waiting. They all seemed friendly and helpful. Everyone that walked in, I heard one of them would greet the customer and asked if they needed help.

An old man did come with a Glock box thinking It was mine.... I chalked it up to old man syndrome .... lol.

As of right now, I have no issues recommending them for transfers or purchases. Prices seemed fair.
