Will boating supply stores, Lowes, and Home Depot have an FFL on hand, or is there an exception in there somewhere?

That part of the law didn't change with I-594, it's been there since 1994.

How about "mortar tube" fireworks.......Will the reservations have FFL's to sell their stuff

If we can get it to apply to a bunch of things the antigunners never thought of

Would be unintended circumstances

Reservations?  Heck, you can them at most grocery store parking lots.  Smaller version, but basically the same.  Device launching a projectile through the use of explosive.

By definition those are now subject to the same rules/laws as guns. So are the ski patrollers and anyone else that do Avalanche control

The nail guns don't directly use the force of the blank to fire the nail so those are likely excepted.
The avalanche control people will likely have to do background checks, and really always should have had to since a tank gun is a freaking destructive device!

Some nail guns use 22 blanks. Most though are air driven.
