The Stamp Act 1765 (short title Duties in American Colonies Act 1765; 5 George III, c. 12) imposed a direct tax by the British Parliament specifically on the colonies of British America, and it required that many printed materials in the colonies be produced on stamped paper produced in London, carrying an embossed revenue stamp.[1][2] These printed materials were legal documents, magazines, playing cards, newspapers and many other types of paper used throughout the colonies. Like previous taxes, the stamp tax had to be paid in valid British currency, not in colonial paper money.

So let's abstract this.  The Stamp Act required that paper documents, including those necessary for various commercial transactions and for publications, required an approval and a tax by an agency of government.

I-594 requires an approval by an agency of government (NICS), and a fee (to pay for a licensed FFL agent's effort), for a transaction involving a firearm.

The Stamp Act one of the items on the short list of proximate causes of the American Revolution.

So at this point, it becomes favorable to have a non-profit "club" FFL who just pushes paper around for it's club members...  FFL Co-ops...
