So far I have only found one reference to an SBR, I think it was a cut down 10/22. The big issue is the short barreled shotguns, aka sawed off shotguns. It seems most criminals do not want a short barrled rifle.
I can not get details unless I buy the copies of the police reports. So far most of my info is relayed to me in emails saying that there is no SBS/SBR crime or they list a few case numbers. I had to buy files from Mason and Skagit counties just to get data. I can not afford to buy thousands of pages of documents and do not really need to when all I want to do is show that the police think there is no epidemic of crime caused by SBS/SBR. I'm making another video on WA gun control and it will have a pitch for bill 2099 in it. I'm not sure how much impact my silencer video had, but it is worth the small amount of effort I put into it. I want to videotape the use of an SBS and SBR. The video editing software I use does not work with flv files so I need it on a camcorder I can connect to my computer or on VHS or DVD.

Ranb I've got an SBR (PWS Diablo 7"), so I might be able to help out. They certainly don't get any shorter in the AR platform, but it still has an OAL of 24.5". It almost meets the secondardy criteria of longer than 26" OAL for a rifle! I don't have an SBS on hand at this time however.... Probably don't want to use this video..... http://www.youtube.com/watch?v=YdZ8x0mNI5U |

It would be nice to show bolt action and single shots with 14"-15" barrels or handguns with stocks. Ditto for the shotguns. I want to show guns that look the least threatening.

OK we're on again! Is it still called SB2099? I need to know so we can call it by it's proper name.

It is stilll alive for 2013 AFAIK. The 2012 second special session is expected to last one day, so this means Olympia should be done this week. If so, I will start contacting the remaining Senators that voted to ban SBS back in 1994. Three of them were sponsors of HB 2319-1994 so it will be interesting to see what drove them to ban new ownership of registered SBS/SBR; if they even remember at all. Seeing as how this was probably the biggest and hardest bill they ever work on up to that point in their career as a legislator, they should remember something about it.

It is called a Public Disclosure Request. (PDR) The WA government is required to respond to requests for information, but there are limits to what they are allowed to provide and what they can charge for it. Sometimes it is free, at other times it is not.
http://apps.leg.wa.gov/RCW/default.aspx?cite=42.56 There is a form you can use here; http://www.dshs.wa.gov/word/ms/forms/17_041.doc I have had good luck just writing a letter and asking. You need to be as specific as possible. I think they have to respond within 5 days or so, but that responce might be that you have to wait, or they have no records or something else. Ranb |

It is usually 10-15 cents per page or something like that. I spent $11 on one report and $15 on another. If the county is able to report the case numbers, they do so without charge and I am happy with this. It was two counties that had data, but I had to buy the reports to sort the SBS crime from the other shotgun crime.
I estimated it cost me about $3000 for my efforts to help pass the silencer bill last year. Most of this was lost wages so I could stay in the state and meet with legislators and attend committee hearings. The other large expense was postage for hundreds of letters and DVD's I sent via the USPS. Letters work much better than e-mail to establish a dialog. A few people offered to donate money to me, but since I am a beginner in the political arena, I have no idea how much of an impact I actually made or how much I helped, so I turned down offers of money. My efforts so far on bill 2099 have only been postage and with better planning I should keep other costs down to a few days of leave from my job at the shipyard. With the second special session over, I am going to start contacting those Senators that voted to ban SBS/SBR next week. They will probably want to meet during the workday and not nights/weekends. If anyone wants to help compensate me, I want to shoot some video of SBS and SBR with my camcorder. I am making a video on gun control in WA to educate our legislators. I did the same for silencers using footage I shot in Vegas while on vacation. I need SBS footage (not YouTube flv videos) to put in my video. I do not know how much of an impact it will have, but it is not too much work even if it only sways a few legislators. I also need data from the Countys on SBS and SBR crime. If there are any LEOs here willing to help, I can post a list of the holdouts I still need data from. I would also like to get the opinions of two police orgainzations. WACOPS supported the silencer bill and sent a representative to the committee hearings for the silencer bill. I was very impressed with Brian Wurst's speaking ability. WASPC took a neutral position on the silencer bill. Since the police in WA have nothing to gain from bill 2099 (they already are allowed to use SBS/SBR), I think the best we can hope for is them taking a neutral position. Ranb |

You're welcome to use my Colt 6933 if you need video, but it might be considered the big bad assault rifle.

Yeah it might be that. I think the perfect SBS to show would be a pump shotgun with a 14" barrel fitted with a screw on choke. It looks almost the same as a shotgun with a 18" barrel. I could show it being used as any other shotgun is; like shooting clays.

Ranb Most agencies in WA still require individual officers to purchase their rifles so, while the agency may have nothing to gain, the guys on the line definately do. I'd try hitting up FOP Lodges and Police Guilds. Send me a message with contact info and I'll have our FOP VP contact you. |

It was re-introduced in the second special session, so I expect that it will be introduced in the 2013 session as well.
