Road construction and maintenance is directly tied to the Federal Highway Bill - no bill, no work!
But it does take both the Bill and Congress approving Funding. $326 Billion over 6 years but unless Congress votes for the funding for each year it is just a hollow bragging point.
Work is also controlled by your US Congressman and somewhat by US Senators and to a lessor extent by State Representatives. (pet projects steered to friends)
Rusty Bridges???
Most folks don't realize that A588 & A572 is a corrosion resistant Weathering Steel introduced in the 1930's. It gets its' resistance by forming a coat of RUST on the surface. In fact it is never painted and all grease, oil and paint must be removed to be accepted.
Disadvantage is COST, appearance and effects (rust stains) Also not suited for salty environments.

We even did an experimental Aluminum Bridge! Really had a lot of potential due to the light weight vs strength. And there were optional items, like a heated deicing system. But in the end, the COST killed it
