I am not really involved in the F-Class side of things but from what I know, yes, that would comply. F-Class "open" pretty much includes any rifle that can be shot from a rest that is 35 caliber or smaller and it is fired entirely with scopes. FTR is more restrictive and is limited to 308 and .223 calibers and is fired with bipods only (no rests)
Someone that shoots the F-class matches will have to chime in with better detail.
As for conventional prone matches, fired in conjunction with F-class matches, are all conducted with the same rules as NRA Highpower with regard to the prone position. (sling shooting with no rests or bags) I believe the prone matches(referred to as Mid Range by the NRA) at NH allow scoped rifles to compete as well as the more traditional iron sighted prone rifles.
