A co workers son goes to college in PA, he went to buy a Mosin but the LGS told him he can't buy because he has a CT drivers license, that sounds like typical LGS derp to me . Am i wrong? Any and all info greatly appreciated, thanks!

I went to buy a Mosin at the Dunham's in New Castle, PA.  I was told I couldn't buy it there because they use an instate verification system and not the FBI instacheck.  I was told to drive to Hermitage, PA (Sharon) or Calcutta, Ohio.  Calcutta had more in stock so I bought 3 down there.

wish i could help you. i dont know. i only moved to PA after i retired from the Navy in 2012. had already changed residence when i bought my only gun in this state (.45 ACP).

can't answer your question, and being a state resident means I've had no problem purchasing inside of PA.  Have him call a few LGS around the area.  If he hears the same thing from all of them.....it will probably turn out to be right.  If he hears from a LGS that he can buy the rifle as an out-of-state resident - he can go support that LGS with his $$$.

My understanding of it is that a PA dealer can sell to you, but your two week waiting period still applies.  I think most dealers would rather just pass up the sale than risk misinterpreting CT complicated laws and getting in trouble.

ETA:  Just got clarification, the new CT law which came into affect April 1, and replaces the waiting period is such a complicated burden you probably won't find an out of state dealer willing to put up with it.

I believe a PA dealer can sell long guns to an out of state resident as long as they comply with resident state's laws.  I see NJ residents in my local shop buying stuff all the time, for example.  Most likely, as stated above, there is something odd about CT that they can't or won't deal with.  (but I don't know those laws, sorry)

CT has some crazy new gun laws so the PA dealer doesn't want the potential aggravation of doing something wrong.  I think CT may now requires a purchase  permit.

I was not really paying attention at the time.  The last time I was at the shop picking up some transfers & buying a lower from them the guy next to me was from NJ.  He was picking up a Benelli shotgun & it looked like he just needed to fill out an extra form or a NJ form.  I was too busy inspecting my own goods & doing my paperwork to really notice.
