Doesn't really matter. Those are all provisional ballots (mail in ballots) that are only opened if the number of mail in ballots exceeds the difference in the vote by those who actually showed up to vote.  The mail in ballots are provisional as it takes time to verify the signature on the ballot before it's counted.  It's a time consuming process.  Most of the time they are never opened.

For those not understanding mail-in ballots, I suppose it seems like a big deal.  It's not.  They do the same thing in Sun City.

Although, it appears they are significant in Arizona.  If I were a Democrat, I wouldn't use a mail in ballot in Arizona.  There's a good chance it'll never get counted.  Think about it.

If you're under the impression that they actually count the votes you've already been tricked.

Look into what company has the contract to do the electronic vote counting, then look at what politician negotiated the contract, then look at who has won the elections since then.
