I was sitting in the Architect of the Capital's office in DC two days before Pope visited last fall. They were going over the safety concerns of have observers on the roofs around DC. I found it strange they were talking so openly about their plans in front of someone they didn't really know.

Having returned from the RNC with our tactical team, I can tell you our orders on overwatch were to let them see you. Make sure they know our guys on the streets are being watched, supported and protected from on high.
We were told not to show your rifles in your observation posts but to let them know you're on the high ground. It was an interesting philosophy. Quite strange to set up a chair on the edge of a building and wave at the folks on the street. But....Orders are orders.

We had a couple of guys up there who were able to get some great pictures. They were told to be in plain sight.

Way back when GW Bush was campaigning, our office was in the tallest building in town. On the 32nd floor we could look out and see snipers all around the city square. The guys wore powder blue polo shirts, black pants and boots. They had long guns with SS barrels. It was sort of surreal to watch them.
