Although Shotar lives up by the lake, he was a police chief down that way. I'm sure he has some input.

Fernwood State Park has a public shooting range not far from Steubenville. No fee or range officers. Nice benches but you have to bring your own targets and stands.
There are also two private clubs near there as well, but you'd have to get sponsors to join. Both clubs have around 3000 acres each. |
