Anyone know what makes an 80% ar lower CA compliant compared to the regular 80% lower?

If your building off a lower 80% and follow the ca regulations before July, 2018 in can be unregistered, with your own created serial. On websites I see lower 80% that say CA Compliant so I was curious as to what makes it so

All 80% are just paper weights so they are all CA compliant.

That's what I was thinking but I still ones on online stores that say (CA Compliant) next to ones that don't. Idk, fuck California sometimes
