One of my kids is going to be living off campus and going to UC Berkeley for his masters/PhD starting this summer. I was going to give him a lcp for protection , is it OK for him to bring it in state?

Note, that doesn't mean there are no hoops to jump through.  On a quick read, it seems likely that it might be less difficult to bring in if already transferred to him before he arrives.

Strictly speaking, it must be sent to an FFL if he is already a resident of CA (its off roster but they can still transfer it as an exempt transaction with an OPLAW inter-family form). However if he lived with you and got the pistol during that time, he is bringing it in as a new resident and needs only fill out a form within 2 months or so of moving into CA.

yes, he still lives in AZ, what is the form he'll need to fill out when he moves to CA?
