So I am under the impression that it is legal to ship a collapsible AR stock, such as a CTR to CA as it's the onus is on the possessor as to how they use it. Does the same apply to aftermarket replacement pistol grips from Magpul, BCM, etc.? Legal to ship a pistol grip to a CA resident?

Parts is parts.

Only federal restrictions on parts is the shipment of the serialized lower itself.
