Would be properly marked ORM-D, UPS Ground.  Any restrictions?  It's just private party to private party, no retail.

Yes you can. I believe ground is the only way it can ship so youre good.

Approx where OP? You are good to go in damn near all parts of the State but I believe that there are a handful of Cities and/or counties that have restrictions...

ETA: This was the second search that came up for me. Verify that these are correct and/or current. Others may have better info...
