Is it still legal for a non resident to open carry on BLM and National Forest land in California? I'm particularly interested in the Mono County area. There is no clearly defined boundary, even on some roads, and I occasionally wander around those mountains on foot along the border and wouldn't want to get screwed if I happened to cross the line.

BLM is a federal agency, but you must also follow state laws.

California law also prohibits the carrying in public, outside of a vehicle and on or about one’s person, of an unloaded long gun in any incorporated city or county.4 This is subject to several exceptions similar to those that apply to the open carrying of handguns in public, including exceptions for peace officers, licensed hunters, and military personnel.5 The violation of this law is a misdemeanor in most cases.6

Consider a CA hunting license or unloaded carry in a "locked" container.

Then there's wiki which verifies open carry in unincorporated areas. Call the sheriff to verify unloaded open carry.

Open carry
of loaded or unloaded firearms in public is generally prohibited,
although open carry may be allowed in unincorporated rural areas under
certain circumstances.

Personal possession (i.e., carry) of a loaded firearm is prohibited
in incorporated areas (such as inside city limits) or prohibited areas
of unincorporated territory without a license to carry or other
exemption provided for by law.[55]
A license to carry "loaded and exposed" may be issued by a Police Chief
or County Sheriff in a county with population of less than 200,000
persons at the last census.[39]
No license or permit is required to openly carry a loaded firearm in
unincorporated areas where discharge is not prohibited by local
ordinance.

I'd just talk to the local sheriff, I know you can open carry while fishing (license of course) in a lot of places, lots of places to fish in Mono county
