Northern California.

We live in Carson City NV, so it'll  be about a 3-4 hour car ride to the nearest cost and from there we don't know where to go.

I want to take my pups to the surf on a "hopefully" sandy coast. I really don't want to subject them to lava rock or stones on the beach.

Are there any dog friendly beaches north or south of SF?

Of course we will be good neighbors and pick up any poop our dog leaves and will be kind to other dogs and beach goers as well.

Don't know how current and/or accurate this site is, but I've used it a few times for Southern California locations  over the years and it was ok then.

There is also information on some of the State Park/State Beach websites, but I've found some disconnects, for the most part State Beach and State Park beaches are off limits, but not all.  For those your best bet is a phone call to get current information.

Carmel Beach is considered one of the best dog beaches in the world.  Just got back from there a couple hours ago myself and it was packed with dogs.  15 minutes from Monterey, about 2 hours south of SF.

Use the link in PaDanby's post and click on Mendocino.

To Get there, head west on I-80, Take State Highway 20 at Emigrant gap, continue 232 mile to Pacific ocean at Fort Brag.

ETA just saw the surf part of the OP. Do you want your pups in the water? If so I retract my post of Carmel river. The waves there are very intense, but it is literally 3 minutes from the Carmel city beach that was suggested, so you could check both if you wanted.
