I know it's one new handgun a month. But does a used gun bought in a PPT count?

PPT is exempt.

You can do more than 1 PPT per month.

Yep as the PPT doesn't count towards the 1 gun a month. That's not saying there may be dealers who are confused on the matter as some seem to make up things as they go
