Any issues with building my own Ruger MKxx integrally suppressed as an individual? I know the uppers are the serialized part, so does that constitute a change the ATF would have issues with or just a stamp?

Just build it around a particular barrel, and serialize it yourself. One-stamp integrally-suppressed barrel.

I'm sitting on a take off barrel with a similar idea, should I live through the shock of HPA passing.

As long as the barrel or a permanently attached shroud is still over 16" from the breech face.
If you chop the barrel down and the outer tube of the barrel is not permanently attached, you could end up with an unregistered SBR.

I was thinking along the lines of "porting" the barrel with a cutoff wheel and adding a sleeve.  But I'm saving that to celebrate the HPA.

He is talking about the Ruger 22lr semi auto pistol.  Not the 10/22.

I'm guessing this is a preban pistol? Or else you'll have to do it all w/o threading the barrel. But this would be a CT requirement, not ATF. Other than this, your good to go.
Plenty of examples and builds over at silencertalk.
When I do integrals, I just make the silencer's serial the same as the host's. ATF recommends this, but it's not required (matching serials).
