I've ordered a Colt LE6991, this is my first NFA item. Since Colt is the manufacture of the SBR, do I still need to get my name and address engraved on the rifle?

If you are purchasing a factory SBR the firearm will be transferred to you on a Form 4. No engraving is needed by you as you are not the manufacturer, Colt is.

If you are making an SBR from a non-SBR lower the firearm will be manufactured by you on a Form 1. You will need to engrave Name or Trust Name and City, State.

FIFY.

Form 1 is a maker, not a manufacturer. A manufacturer is licensed  (07/02 FFL/SOT) and uses a form 2 to notify ATF that they have manufactured an NFA item. An unlicensed individual or trust uses a Form 1 to request to make an NFA item and must wait for approval before making it.
