I remember researching this about a year ago when I built mine and I think the answer is no because it can readily accept a stock. Not 100% certain, though.

ETA: BigWaylon beat me by a second, I'd probably trust him on this.

A1 and A2 buffer tubes, by themselves without the solid stock,
are handy things to have around, too.
i mean, who has a solid stock just lying around. ?

I picked up a shockwave tube for $20. Uses the carbine spring and buffer.
Check Rainier arms.

The buffer tube is called a receiver extension by the ATF.  Any buffer tube is not a stock and is designed to guide and contain the buffer and buffer spring.  Only when a stock is mounted onto the buffer tube can the receiver become a rifle,  and only when an upper is pinned onto it.  

Any bare tube, not a rifle
Add any stock, can become a rifle

Some people wrap the collapsible tubes with Paracord to make it more time consuming to add a stock.

Some state laws may be different, the above is for ATF.

I'm in a seemingly identical situation. I need to finish and test a 9mm build and I plan to use an ace bandage to wrap the buffer tube
