Was asked this question today and I gave the "deer in the headlights" look.
Guy has a short barreled muzzle loader and was asking if it's legal. I have no idea.
I think he inherited it and wants to sell it but doesn't know if he can legally.

The only fixed ammunition muzzle loader I can think of is a mortar.

I have a 20 gauge Howdah pistol with a shoulder stock that's blackpowder, no paperwork needed. I also have a shoulder stock on an 1861 revolver.

I believe if the firearm uses fixed cartridges it falls under NFA.
A muzzleloader that uses loose powder and ball isn't regulated.
That is why a SBR such as a Winchester 1873 even if made before 1898 is.
