The receiver does not "Look" too bad, but you are still missing the detent's for the mag cut off when that weld was being removed.
As pointed out, receiver face really needs to be squared, and then either a shim to set a standard barrel on index to start with-pull through reamer to seat head space, or custom barrel instead.
Also to point out, when the receiver face is being squared, it will tell you just how must of the face is the original metal and hardness, and how much is part of the old weld/soft instead.
As for finding a smith to do the work, it's kind of a crap shoot, since your dealing with a de-milled receiver to start with, and god only knows the what heat treatment is still in the receiver or not, what depth the weld fill is are, and so on. So really, you start with the needed machining to first determine what you are start off with/if the receiver is still safe, then you order the needed parts to complete the build from that point onward if the receiver is tangle to still build.
