You can also check in at WeaponsGuild, it's a very good site dedicated to building guns. Lot's of experienced builders, pro's DIY tutorials, tools, etc.

Wouldn't this be considered "manufacturing"? I thought citizens could do this for personal use, but it would require a manufacturers license if it is done for somebody else. Kind of like a 80% AR or 1911 lower.

And a good point it is.

The manufacturer will also have to pay an excise tax on the firearm, and return it through an FFL in the parts owner's home state.  
If the firearm will be an SBR, it's all still possible; just add $200 and a year or so to the project.

If they manufacture less than 50 firearms per year, they'll be exempt from FAET.

Most 07 FFL's who build MP5's probably are only willing to work with certain flats, and more likely to steer you towards their complete receiver instead (which is probably a better idea anyway). If you plan to make it NFA, I'd request it be built as a pistol and sent to your local FFL as a Title I firearm for you to Form 1 later. They'll also have no concerns building it with all German parts, since pistols aren't subject to 922(r).
