Hi all
What can I do with scrap M1 Garand barrel, besides use as re-bar in concrete?

As you know, it has "cool" stamps & 3-43 date on it.
Any cool uses, or projects?

Pipe clamp it to a 2x4 and turn it in at your state's next gun buy-back.

Why can't these be bored out and relined?

You'd be surprised what people will buy.  Put it up for $30, and it won't see the end of the day.

Why is it "scrap"?

If it's sound except for the bore, it can be rebored to 35 Whelen and make a fine barrel for somebody.

Just a thought. Do what you want with it. I would prefer an old M-1 barrel to happily continue to launch projectiles for somebody but that's just me.
The knife idea is fairly good as well, but I prefer the rebore solution.

Givin a barrel with no redeemable qualities inside or out, I'd put my mailbox on it and and give a little mental salute ever time I got the mail.
