Negative, 1/4 x 28 TPI is standard.
I have never seen 1/4 x 24 TPI

1/4"-28 is the standard.

I've seen 1/4-24 used twice; once was some damaged threads that were repaired with a helicoil (which have 1/4-24 as a standard size) and the other was a home finished lower where they just used the tap they had on hand instead of ordering the 28tpi tap.
