Deflector installs on the ejection port window cover pin.
Remove the C clip on the front of the pin, push the pin back to remove the spring, deflector, and pin from the upper receiver, and the upper will vise block up like normal.

It looks like installing the gas deflector/dust cover after the barrel is in place would be a PITA. It kinda is...I've had to do that on 9mm uppers - but what Dano523 told you is spot on. |
