Tell him to snap a picture and send it to you, and then post it on here. Sounds like a bolt override or bolt over base malfunction.

Chamber obstruction, squib load (bullet stuck in throat, blocking new round from chambering), improperly resized case (reloads?)... More information would help
Lock the bolt to the rear and try grab the rim with a pocket knife. If that doesn't work, try tapping the round out from the muzzle with a dowel (carefully). |

Case with bullet stuck. Bolt will not lock to rear.

What would be the best remedy under that possibly, I'm guessing take stock and tube off, pull bolt out???

Push out the front&rear takedown pins...
Remove upper from lower. |

The carrier will be partially in the receiver extension and will not allow the upper and lower to be separated. Been there, tried that. I'd try mortaring the rifle while pulling back on the charging handle. If that doesn't work then he'll need to remove the butt stock and get the carrier out that way. Expect the buffer pin to cause a little heartache. |

Collapse stock all the way in ( if adjustable ) keep the muzzle well clear of your noggin and anything you cant risk shooting while slamming the butt on the ground and pulling the charging handle at the same time. This will usually dislodge a stuck round. The combination of the weight of the carrier pulling back on the case and the added force of the charging handle being pulled will usually pull it out on the first or second pogo.
This of course assumes the case head is firmly held by the extractor which is what it seems to be if they charging handle cannot retract the bolt. |

He is in Coosa County .He is new to Ars so maybe I can clear it as soon as I can get up there. Thanks for the suggestions I will take them with me when I go.

HAd this happen once, had a broken shell in the chamber, We just beat the charging handle with a rubber malat untill it dislodged it, ruined the charging handle though
