Absolutely. Your bolt, buffer and spring will be doing ask the hard work.

In doing some looking around, I have found that many say you need a heavy buffer and spring or will damage the lower. It is od how Federal has a +p+ at 1300 fps, and S & B has a NON +P, at 1280. Does that extra 20 fps really push it over the top?

Yes, it will handle +P just fine. I'd recommend a heavy buffer, like an H3, regardless of the load. It will help with gasses, reduce recoil and lessen the bashing 9mms give to parts.

why the H3 instead of the slightly heavier 9mm buffer? is it because of the reciprocating weights in the H3?

Well I tried out the Federal +p+ ammo yesterday. It shot OK, but the Fiocchi shot better. It was just as flat, and had 50 yard groups of around 1 inch, and 100 yard groups of around 2. Im OK with that. The odd thing is my Beretta Storm PX4 shot the +p+ ammo better than anything I have run through it so far. So it sounds like I have found matches for both guns. By the way, when you are trying to run yellow jackets off the nest under your hunting blind after you have already sprayed them with wasp spray, go with 100 gr. frangible and shot the crap out of them from the front seat of your truck because you are such a wuss you dont want to get stung. It works.
