The flashing issue you suggest was addressed above, prior to the possibility that the lifter is moving too high:

Another related issue that is sometimes a problem in a Rossi Model 92 is the tops of the screws that secure the cartridge guides to the receiver. If they are loose you may have feed issues, as even if the guide feels secure, the tops of the screw heads are too high and interfere.

Say what you like but at some point the OP will have to diagnose the problem, then get it corrected.
If the detents are properly cut in the cartridge guides, the guides are properly installed and the lifter still goes too high, putting the nose of the round above the chamber then, you've got to reduce the height of the lifter.
A shim glued to the contact area on the top of the lifter is a temporary (and reversible) way to see if it resolves the feed issue. The OP has basically nothing to lose.
If it does resolve the problem, then the OP has a choice:
- Leave the shim in place, until it falls off (and it will);
- try to get another lifter from Rossi (good luck) and see if it works (it might not);
- send the entire rifle back to Rossi (good luck with that too, it's a challenge to a) demonstrate it was purchased from a dealer, b) is under warranty, c) is defective and needs to be returned, then d) getting it returned, and then e) getting lucky and actually having the problem resolved when it is finally sent back to you.
At that point, if/when it still doesn't feed, the OP will be looking for a suitable long term fix.
