Just got the 45-70 with the factory rail on it.
What optics and rings are you utilizing? I am thinking a leupold scout type scope (never used one).
Also, as far as rings are they "standard" scope rings or is there a picatinny only or specific type required for these rails?

You should be able to use any "Weaver" style rings.  Below is a pic of my 1895G Guide Gun with an EGW picatinny rail mounted on it.  I used Weaver rings to mount a 2.5x scope on it.

Yes, you can. There is a groove cut down the center of the base and I can see both front and rear sights. Only with the scope off however.

I'm using a VX3 1.5-5X on my 444P; ought to be a good one for that rifle as well.

I have a vortex crossfire 2 with illuminated reticle and vortex 30mm rings medium height but I did have to take off the peep sight on the CD rail but I think the highs would not make for a good cheek weld

Millet DMS Scope

Dot in a Donut reticle.....you'll LOVE IT!!!

Dial it down to 1 power and you use the Donut for the close up shots.

Dial it up to 4 power and use the dot for the distance shots.

TUMOR is correct if I didn't have a Leaupold IR 1x4 off my M-14 on my guidegun it would be on it.  I did put one on my 336 in .35 Remington.
