Based on this situation, it looks like he would be able to install a security camera at the tree line and record the people shooting on/at his land. I was thinking about this and my question is how would it be powered?

If it is out of broadcast range and there is no feasible way of powering a system, are there cell phone based systems that would call or text to alert you of motion, which also run off of solar/batter power with onboard media storage? What would be the most efficient cost effective method of doing such?

You are over thinking this.  Game cameras will probably do the job.
