Let's say I buy a muzzleloader in Kentucky. Does the ffl have to do a NICS check and 4473? Or is any of that required?

I don't believe an FM 4473 is required on a black powder only gun.  If the gun can be converted to a center fire gun, switch barrels guns like a T/C and some others, then the background check  is required.

No.
-Muzzleloaders are not firearms under Federal law/ATF regulations
-A Form 4473 is a Firearm Transaction Record.......not to be used for pocket knives, muzzleloaders or blenders.
