If I am reading the rules right I can only have out 10 (1000) count boxes of primers on display? Hard to do with so many brands and types. What do you do?

This. What "rules" are you talking about. I've never heard of any regulations that cover the display of powder/primers in a storefront.

Could be state and/or local laws.

If you carry a lot of them, you can just display empty boxes and have a sign stating to ask for them.

Many states and City's have adopted the National Fire Protection Association (NFPA) Standards.
SAAMI has a recommend storage Document that list Primes and a has a summary of NFPA 495.
