Could be state and/or local laws.
If you carry a lot of them, you can just display empty boxes and have a sign stating to ask for them. |

Many states and City's have adopted the National Fire Protection Association (NFPA) Standards.
SAAMI has a recommend storage Document that list Primes and a has a summary of NFPA 495. SAAMI_ITEM_201-Primers SAAMI_ITEM_200-Smokeless_Powder.pdf SAAMI has several more items listed under Informational Brochures |
