They already know your name, age and birthplace, what other information exactly are you worried about them having?

Uhm, because a COPY of a birth certificate will let you completely steal an identity? And the INFORMATION on the certificate won't? The copy of the certificate is your PROOF that you are a person, THAT person. The only place I have ever used it is getting a passport (a very solid method of ID precisely because the gov goes through some steps to make sure it's legit.)
COPIES of BC should be strictly controlled.
Some random FFL that fucked up and that is now in trouble with the ATF is not a good person to have hands on your BC. He could be in money straits and is now scamming all of his customers, his safe could have been broken into and it's not the FFL asking for it now at all.
If the ATF wants to, they can fucking figure out who the buyer is. The FFL is just trying to kiss ass and hope it helps himself, in return for asking his client take on great risk to themselves for NOTHING.
