You're in Mississippi.  Out here, in the desert southwest, those are verboten.  They are either a misdemeanor or a felony to shoot due to the fire hazard.

Hehe two things.
1. If you have a class 7 FFL, they are kosher.
2. Me thinks your US States knowledge needs a touch up.

Nice little project you have going.

I have 5k tracers that don't light but shoot great in my VEPR. Got them for 9 cents each. They are out of stock and can't find more.

From MI, spent MANY years stationed in MS.  Not quite interchangeable at all.

They are steel jacketed bullets with a thin copper plating.

I don't think I would try to size them smaller.

I've used Berry's .311 plated bullets in my M-1 Garand without resizing and they work great.

Out here they are legal to own, you just can't shoot them.  Out here we are surrounded by a powder keg of dry chaparral.  A wet winter only causes growth of more brush to burn.

Up there in Michigan, things tend to be a little more damp.

Sounds like Panama.  During the "dry season," from December to April, it would only rain for several hours a day, two or three days a week.  But the grass (especially the wild grass) was so used to 8-10 hours of rain 5 or so days a week, that the sun shining on a discarded soda bottle could start a huge grass fire.  And would do so regularly...

I'm kinda interested in those bullets and cases because I want to tool up to load for my Mosin 91/30.
