Hard plastic scraper, it'll crack and flake off.

I personally would try the plastic scraper. Then fingernail polish remover (Acetone) if there is any residue.

Stick it in freezer over night and then scrape it

WD40 does a really good
job at getting getting under
things like that.

I would try that before the
scraper, also.

Wet rag dipped in acetone, should come right off. Acetone shouldn't hurt the finish at all, but it will strip an oils on it off, a dab of CLP after wouldn't hurt.

ETA, that actually looks pretty tame, you try just your finger nail?

I use acetone to remove it when I get it on the knives I make. As mentioned oil it afterwards.
