I bought myself an Osborne rift a couple years ago and noticed there are some rust spots on it. I admit I haven't taken the best care of it but would like to get rid of these spots. What's my best course of action?

Depends on how much the rust got into the steel. From the looks it may only leave a slight discoloration.

I would try some Flitz on a q-tip first, less likely to leave marks

Flitz is good, because it has some chemical that will prevent rust.
